Follow-up Comment #1:

Octave no longer actively supports gnuplot, although there are no plans to get
rid of it either.  You might try switching to the supported 'qt' toolkit for
plotting and see if that works better for you.

There is always the possibility that the gnuplot version shipped with Octave
has an upstream bug.  Have you checked with the gnuplot bug tracker to see if
there has bee a problem reported with the "set mouse" option for
"ruler"/"noruler" or whether the keyboard binding to 'r' has become inactive?
