Follow-up Comment #4, bug #59711 (project octave):

Thanks for the profshow reports.

It's clear that it is I/O functions (cd and addpath, both working with the
file system) that appear to be responsible for most of the initialization
time. Elsewhere in the bug tracker (bug #59702) I read that the low level
functions used by Octave (Windows libraries) seem to induce degraded
performance.
