Follow-up Comment #8, bug #60016 (project octave):
libqhull_r is available since QHull 2015.1. Should Octave 6.3, released
sometime in 2021 really worry about systems which are not able to provide
remotely up-to-date dependencies?
Making this optional means tons of #ifdef'ery in the code, extra configure
options, and confusion for any packager.
