Follow-up Comment #11, bug #60016 (project octave):

I'm confident that we could limit the conditionals to a single file by
defining a wrapper class or functions.  We wouldn't necessarily need a new
configure option, we could just prefer to use libqhull_r if it is available,
otherwise fall back on using the old library interface.  In any case, if the
consensus is that the new library interface is widely available or easily
installed, then it's also fine with me to go ahead with simply switching to
use it.
