Follow-up Comment #9, bug #60016 (project octave):

I'm usually on the side of continuing support for ancient features for a
while, or at least for one release cycle to announce the change and give users
time to adapt. In this case the impact doesn't seem worth the effort to make
it conditional, just to simplify it again a year later.

The big slow-moving distributions we target:

* Ubuntu 18.04 (April 2018) and later have libqhull_r, Ubuntu 16.04 does not
(even though it is Qhull version 2015.2).
* CentOS / Red Hat 8 has libqhull_r, CentOS / Red Hat 7 does not (first
release in 2014, includes Qhull version 2003.1).

if that helps to decide.
