Follow-up Comment #12, bug #60472 (project octave):

will manually apply the change to 6.2.1 and see how the behavior changes.  

it appears that this should work.  the only way of flipping user_prefix to
true is with an explicit call to prefix to change location.  otherwise all
other calls to pkg will revert to default prefixes prior to doing anything
else.
