Follow-up Comment #15, bug #60472 (project octave):

I don't know if this helps, but for what it's worth, the way I understood "pkg
prefix" is that if a user sets a custom prefix, the intention is that whatever
"prefix" is will be used for all packages from now on, "global" and "local"
are no longer relevant, they might as well not exist for the remainder of this
Octave session. If a user wants to use the default "global" and "local", those
two work together fairly well I think, but the user should not set "prefix" at
all in that case.

That may not be what we want for a new "pkg" behavior, but that's the way I
have understood what we have now.
