Follow-up Comment #12, bug #61017 (project octave):

Could you please also look at

C:\Users\*username*\.config\octave

which was used for saving the preferences in versions 5.x and older? Newer
versions are trying to import these settings. If there is an ini file in this
directory, please rename it and try again.
