Follow-up Comment #12, bug #59164 (project octave):

It might make sense to update the language in the NEWS file. "Command form" is
pretty close to "command syntax" where the latter is well defined in the
manual and the former seems to mean something different.
I can see where the confusion came from.
IIUC the distinction is between the functions being called with or without
output arguments. Why not write that directly?
