Follow-up Comment #6:

I tested locally with your change ported to the release branch and that avoids
the warning when installing the "dicom" package from "-forge". `cmake` seems
to be working correctly.
So, I grafted your change to the release branch and pushed here:
https://hg.octave.org/mxe-octave/rev/497afa9abf22

Should be fixed in the "official" Octave 7 for Windows.
