Follow-up Comment #1, bug #63809 (project octave):

We've already seen a couple of reports of Octave not opening for some users.
Unfortunately, we don't have steps to reproduce that error yet. So, it is
difficult to fix this properly in Octave so that it won't happen again.

Most users could restore the GUI by deleting the file with GUI settings. That
file is stored at the following path on Windows:
"C:\Users\USERNAME\AppData\Roaming\octave\octave-gui.ini"

Where USERNAME is your Windows user name.
