Follow-up Comment #8, bug #63819 (project octave):

If I understand correctly, you are not able to use the arrow keys to scroll?
In the command window, the up/down keys are not scrolling the screen but you
can browse the command history. You can prevent long outputs from quickly
scrolling through the visible area of the command window you can use the
command "more on" to enable the pager.

I am not sure what you mean by "mouse jumping".
