Follow-up Comment #39, bug #62352 (project octave):

Thank you for your help <nrjank> and <mmuetzel> unfortunately after creating
an exception on avast nothing changed but after following the prompts on the
forum link posted uninstalling avast completely has solved the problem. Thanks
again
