Yes, but please discuss here what the capabilities of any candidate
are.  I think debbugs has most of the things I want.  Current versions
of bugzilla may also, except for the (apparent) requiremet of
establishing an account to submit a bug.  But I also seem to recall
that current bugzilla versions allow all operations on the bug
database to be handled by mail, so I assume that bug reports may also
be submitted by mail.  Does that also require an account?

Whatever we do, it would be very helpful for someone to manage the bug
tracker.  Unless it is really trivial, I don't think I have time to do
it.
