This is good news. Be aware that Octave did not get accepted as an
independent organisation, so you will have to submit your proposal to
the GNU Project. Competition is bound to be tough, as we will probably
only be able to accept one or two students.

However, GNU has their own template. It's probably sufficient. Fill
out their template when you apply through GNU.
