You can start Pingus with:
--disable-auto-scrolling
to disable the scrolling-when-reaching-the-border completly. You are
then still able to scroll with the right mouse button or the cursor
keys.
A modifier key for the border-scrolling itself doesn't make all that
much sense, but things like modifier-key+mousemove (without touching
screenborders) will be possible in the future, as far as I remember
the input system currently can't handle modifier keys, but its planed.
