This probably indicates that msgfmt isn't properly installed. That's
part of gettext,
not part of PSPP, so you'd have to ask whoever supplied it to help you.
Also, PSPP 1.2.0 is quite old. The most recent "stable" version of
PSPP is 1.4.1,
and newer versions than that exist also.
