Ben, I'm not clear on what you mean. Do you mean you don't think it's appropriate for the gnu page to -point to- a windows version of pspp? Why not? I don't think this gnu page is -hosting- a windows binary, just pointing to one hosted elsewhere.

I can change the links on gnu.org to point to a known-good Windows binary, but I don't think it's appropriate to host Windows binaries (or other binaries) at gnu.org.

i made a seperate windows 1.6.0 installer download directory

https://caeis.etech.fh-augsburg.de/downloads/windows/1.6.0-release/

and updated the web page. So now it points to the released 1.6.0 install exe.
