[RP] come to papa... ratmenu is released

As of today I am releasing "ratmenu", a hacked version of 9menu which
totally ignores the mouse.  Use j and k to scroll up and down the menu,
Escape to exit without selecting any entries, and Return to execute
the currently selected entry.  I even did up a purty man page to go
along with it.
