You should know what you've done. ;-)
It was your project creation nevertheless (see the history) and
I think the user should got the mail while the trigger script ran.

Furthermore, you can have a try to send him the notification again
(https://savannah.nongnu.org/siteadmin/groupedit.php?group_id=8481
--> "Resend the admin mail notification")

And if he'll receive nothing, then it's a problem with his mail address
(address@hidden), I guess....
