I think this means that someone tried to register the project on
Savannah, and that the Savannah maintainers sent them the explanation
of what it means for something to be a GNU package and asked them if
they want that, and they said yes.

Savannah maintainers, is that correct?  I had better verify this
before I write to them.

If that is correct, then you should evaluate this as a possible GNU
package just as if I had asked for the evaluation, and send the answer
to me.  I will take it from there.  Which you have already done--so
thank you.
