The front page of Savannah says this:
If you would like to make your software package a GNU package, then
write to address@hidden An attempt to register a project that is not a
GNU package will also forward the request to address@hidden Before doing
this you might want to read the GNU Coding Standards to find out if
your software complies to them and the GNU Software Evaluation Team
page.
When a software package is submitted to Savannah I therefore assume
that it means the author wants it to become a GNU package. From the moderation
interface of Savannah I send a standard mail to the evaluation team to ask
for evaluation. The package author also receives a copy and if, for some
reason, he does not want the package to become part of the GNU project he
has a chance to say so.
In some cases the project submitted to Savannah is not a software
package in which case I engage a dialog with the author to figure out why
and how he would like his project to be integrated in the GNU project.
Let me know if this procedure makes sense.
