            * www/register/becomegnu.php: Add information on what it means
              to become a GNU project as suggested by address@hidden It replaces
              the categorization step. It is intented to clarify what it means
              to be part of the GNU project so that people registering new
              projects on Savannah cannot miss it.

            At the end of the page the person who submitted the project is
    invited to say 'yes I want this package to become part of the GNU project'
    or 'no I don't'. 

This approach has a serious problem.  The explanation of what it means
to be a GNU package is long, and requires consideration at length.
Often it has to be sent to other codevelopers who need to give their
opinions.

It is unreasonable to show it on the screen and ask for an immediate
decision.  The only reasonable thing to do is to send it by email, and
give the person a chance to think about it for a while before he
has to answer.
