In fact, this doc is designed to savannah admins. It's
really imperfect but normal user should look in "user doc"
that would be more explicit.

It would be quite unclear if we rename "Web CVS
repositories" since there is a section called "source CVS
repositories".

About the "clear statement", I've updated the user doc about
project uploading.

Hello!

I would suggest changes in admin documentation:
 - make "Web CVS repositories" paragraph top-level one
 - rename "Web CVS repositories" to something
suggesting that it is the place to look at when you
wonder how to upload your web page (eg. "Web site
maintenance") - I found this paragraph by accident when
reading about source CVS.
 - add clear statement that using scp/rsync is not
possible when updating web page.
