It seems that it's just not possible
"When a project has a license that is not website a source
repository is created under /cvsroot/project with a private
CVSROOT that only contains anoncvs. The developers of the
project have write access to the CVSROOT directory."
I don't know why website don't have a CVSROOT each one.

How can I set it up so that I receive emails for cvs
commits to my website CVS. The CVSROOT there is global
to all projects, so I have no access to that.
Is there another mechanism, or is this just not
possible?
