Hi Rudy,
This "Type: GNU" line means that when the developer registered the project he
answered that he wants his project to be evaluated to become part of GNU
because the registration form gives him that option.
Answering that he should contact th eGNU project will be in contradiction with
the registration form. 

What you should do in these cases is to check whether the project is part of
GNU or not. If it isn't, that means that the administrator is asking us to
send a request to gnu.org asking them to evaluate the project. You should
change the "GNU" field in the project approval form to "non-GNU", activate the
project (if it can be approved, of course) and then click on the link that
forwards address@hidden a request to evaluate the prroject for the GNU
project.

I think Mathieu meant here the opposite "I set any GNU project to non-GNU..."
