The evaluators said that Thales is useful and basically good, so we
would like to make it a GNU package. However, there are certain
issues that have to be addressed.

One is the issue of the licensing of IRCServices. It has already been
determined that getting the code from IRCServices version 4 will solve
that problem. This is crucial, so we have to wait until this is done
before we make Thales a GNU package.

By the way, is version 4 the latest version of IRCServices?

Another issue you already know about is that we'd like to support
dancer-ircd. You can do that after Thales becomes a GNU package.

One point is that there is no manual. You really should write a manual
in Texinfo. Can you agree to do that, after it is a GNU package?

There is one other issue we need to deal with:

      There is a
contrib/ directory contain different ways to access the data, but these
are contributed by users and not part of Thales itself.

We would rather not distribute them as part of Thales unless they
are treated in other ways as part of the Thales package.

Why not make them part of Thales itself?
