As for insulting my intelligence...not even close... It's these basic
details that I figure I probably got wrong somehow. (like assuming gpg
-b would jsut work...not thinking about the other keys I had setup)

Ok. I can verify that file using the gpg key you uploaded to savannah:

I don't know why you can't upload files. Have you checked the savannah
hackers mailing list archives for any possible leads?

seems to imply that only admins can upload. But you have admin privs so
it should work. I wonder if the system is not recognizing you as an
admin for some reason...
