[Savannah-hackers] Recreate groff and groff-commit archives

Hi,

I added the old archives from project groff in the 'groff' and
'groff-commit' Mailman archives (archives/private/groff.mbox).

However, it seems mharc is generating archives incrementally, so the
old archives are not recreated.

I do not have the permissions to update the archives. Would you mind
doing so? I think "./web-archive -rebuild groff groff-commit" should
do the trick.
