I actually both use the command line SVN and the webservice;
the slowdown was experienced for both services.

The problems indeed occurred three consecutive days
at the end of the morning in France (about 11h or 12h),
if my memory is correct.

I am sorry not to be an expert on debugging this kind of services,
otherwise I would have proposed my help.  In any case, if this helps,
I can give you feedback if I again experience significant slowdowns and
keep more careful track of the exact time when they occur.

I still think that a link on the savannah main page would be nice.
Or at least an item in the 'Get Support' list.
