The closest license GPL-compatible license is the modified BSD license.
People who used the PHP license for a PEAR library should have no problem
switching to mBSD, unless they didn't keep track of contributors (that's what
happened with QuickForm v1).

The problem is that this will still "taint" your framework, and GPL'd
projects won't be able to use it.

Well there's still the option of moving to Catalyst or Django, but that's
probably not what you're looking for ;)
