I hope not¹ ;-) It is reacheable, but the deamon isn't 
running all the time, since it is also expermimental.

Don't forget that there will be experimental and even firewalled machines 
for closed networks out there - all the time. They would have to sync
with *someone*, but would not be available to the public.
Beeing listed in the membership file of some server does only mean, that 
that specific server is willing to gossip with the listed one. 
Nothing more.

Why ? These entries don't do any harm to the network.

¹) This Machine hosts ftp://debian.tu-bs.de, so if it is not 
   reacheable from some place, we'd like to know :-)
   Judging from the ftp logs, it *is* available 
   (about 4.1 TB output for the last 20 days).
