espeak and capitl letters?

I guess it doesn't matter to me whether or not it is controlled by the
synthesizer or screen reader, but, things like this should always be
configurable by the user, whether or not the screen reader commands the
synthesizer or the synthesizer does things like this itself, there
should always be a way for the user to turn this type of behaviour on or
off.

Personally, I'm not sure I like the idea of the pitches of words
changing when I am reading a long stream of text, but, if I am reviewing
character by character, I prefer that the pitch goes up when the
character is upper case.
