Sure:

     git://git.freebsoft.org/git/tts-api

Please note that the text protocol implementation (the
specification of it) is inside the TTS API Provider package,
while TTS API is just the general specification of the API.

Perhaps it's now time to move the text protocol implementation
into the tts-api repository itself

Yes, I think freebsoft.org (the new one currently in preparation)
is the right place and actually there is an automatic generation
of the documentation from Git repository. I think it will be running
before we have a new version of the document.
