After punctuation is not special, it is just that, since 2 spaces are
considered in case of not frenchspacing they are more likely to be kept.
I would go for

 Output as-is between paragraphs (their most common use).  In other
 contexts, they may be treated as regular spaces (and thus consolidated 
 with surrounding whitespace).
