Both, it seems to me. But I don't know much about the inner workings of 
TeXmacs.

Yes, so this is exactly the same situation as on MacOSX/Fink (except 
s|usr|sw|). Maybe I should look at the debian texmacs package...

...Oh, I see you have for 1.0.1.9 a HUGE patch file where among other 
things you basically remove the guile-path-detecting intelligence from 
Basic/System/dir.cc and rewrite the configure file. (And the -dNOEPS 
flag for gs! Should have seen this earlier...)

Same as on MacOSX/Fink. But this doesn't seem to work with 
TeXmacs-out-of-the-box.
