What would you think is the correct way to locate the dictionnary?
Maybe a setting in preferences with the default as you have it at the moment and the user can change it to suit his need (both name of the dictionary and location) if you really want to have it in TeXmacs but that means you'll have to add more and more dictionaries and variants as times go by and the user still has the problem with other packages; or just a message at first startup to tell the user to create a sym link to the right dictionaries and the user has control over them and what is more important solves the problem for all packages which use ispell.
