Err, I don't understand what you mean.  aclocal is an Automake beast.

But then, for instance, it means you can't install Gettext before
Autoconf anyway.  So I'm not sure I understand why this would help.

I suppose you refer to the Autoconf package only, right?  Otherwise I
don't know how to deal with that :(
