The same reason share/automake will have an Automake subdirectory: so
that in Perl you can have 'use Autom4te::General;' and
'use Automake::Struct'.

As long as nobody tries to create an share/autoconf/autom4te dir as well,
there is no problem, I think.

I think this is intentional; a few people had asked for this (so they can
use it for their own testsuites).
I do agree some parts seem to be missing (e.g. AT_INIT depends on atconfig
to set up certain variables, and atconfig is not installed along with the
rest.  But then again, this is a CVS repository, so by definition it is
a work-in-progress.
