Bayonne goes into a seize state on the vpb card waiting for dialtone to 
detect glare; when an outgoing line may at the same moment receive an 
incoming call.  If there is no dialtone detected, it assumes it picked 
up an active incoming call.  You could change vpb's idle.cpp so it jumps 
directly to stepHandler rather than the siezeHandler...
