Just don't: the PO files are handled by the Translation Project.
Please, see them if you want to participate to the translation of
Bison.

When/if you have updated 1.31's translation, I'll receive a notice the
TP, and I'll release 1.32 with it.  There will be no loss.

In a longer run, once 1.49 viable, I'll upload 1.49x onto the TP.
Then there will be no point in working on 1.3x's translations.
