Already done; I joined the Dutch translation team last weekend.
I just thought that since I'm on the developer's list anyway, I could
simply check in the results when I'm done (the PO file would also
be submitted to the TP, of course).

Well, that would be a reason for me to check in changes to the 1.49
PO file in CVS until it's submitted to the TP for translation.  That
would mean a Dutch translation will be available from day 0, and
Dutch-speaking users will be even more impressed with bison's CVS
HEAD :-)
