OK, though I can't discuss the bugs on my own;-)  I guess no-one else is
interested enough to look them.  I don't have the time to start learning
the internals of CVS to fix them myself (and the hoops I had to jump
thru to get my company to sign assignment papers for Emacs changes fills
me with dread).

We'll stop using the watch feature as it doesn't work.  Perhaps it
should be documented somewhere?

It means that *I'm* not likely to fix it -- I can't speak for any of the
other developers or contributors.  Feel free to add it to the issue
tracking list if you like, but discussing it here is far more likely to
yield results than that is.
