If everything works out and we use the xkb stuff, you can enter in the text
console whatever you can enter in X.  For example, there should be a compose
key or a key to switch keyboard layout tables just as in X.

But that is for the native input drivers like the one for the PC keyboard. 
It is not feasible or necessary to do this in the ncurses client, because
that will run on a console with whatever input facilities the user of that
console usually wants.
