Not really on-topic in this forum, but _I_ would.  Unfortunately, the
number of people who can write good technical Hebrew _and_ understand
Bison/GCC enough to produce a good translation is very small (see the
list of people in the `he' team of the Translation Project, as an
evidence).  I expect the situation to be better for other languages,
though, especially in cultures with strong tendency to do everything
in their native language, which makes people there much less exposed
to English than we are here in Israel.  Germany and Russia are two
examples that come to mind.

In any case, please don't underestimate the importance of
native-language literature about computer software, or technical
matters in general.  I, for one, would be delighted to be able to
write Hebrew documents in Texinfo.  (Yes, I know that this requires
solutions to many hard problems, like a support of bidirectional
editing in Emacs, bidi-aware TeX and DVI pograms, etc.)  On my daytime
job, I make a point of writing everything beyond short memos in
Texinfo (and cause my Word-infected colleagues to turn green with envy
when they see the results in print), so I hate to admit I cannot do
that in Hebrew.
