Why can't you just use the Fiend? It is supplied with GWorkspace. It works purely in gnustep and does not need any special windowmanager. If you use Windowmaker, you disable the WMaker's one.

The GWorkspace fiend is not a replacement for WindowMaker's fiend (or its dock). It is merely a collection of icon sized windows that start the respective application when double clicked, but it does not provide an appicon for the running applications.
