Does UDDI prevent discovery decentralization?  Simply
a one to many propagation model doesn't prevent
decentralization in itself, as long as there may be
more that one 'one', so to speak. If the protocol is
in fact an open one, then you could extablish your own
registery.  Does UDDI prevent this?
