It's possible that the language could be a factor. The current
default (5 seconds) seems to be consistent with what other GUI
environments do.
I have sometimes been unhappy with how fast they disappear, and I am a
native English speaker. I think they should remain for 10 seconds by
default.
Meanwhile, another problem with tooltips is that some of them are
truncated. This happens in the mode line, for instance.
I think we should arrange to display longer tool tips.
