Hmm... did we really agree on doing that on such a broad scale?  I
mean, the *.[ch] files should indeed be stripped of trailing blanks,
as well as the *.el files.  But simple text files such as INSTALL* and
README*, or the *.texi files, or even texinfo.tex and termcap.src
(which are imported from elsewhere)?  Jeez...
