Contributing small patches to Emacs is easy. You report a bug, include
the patch, and someone will look at it.
No instructions necessary beyond "git clone
git://git.savannah.gnu.org/emacs.git", really.

If, however, you mean complete instructions on how to be an Emacs
maintainer, that would be a very long document indeed, and I don't think
it matters one iota whether that's on the web or in ./CONTRIBUTORS.
